We only allow access to Committee materials by the members of that Committee. It is part of how we apply the philosophy of empowering the Committees to undertake the detailed analysis and bring forward recommendations to the Board.  Allowing other Board members to access the materials could encourage them to ask questions about matters that the Committee determined were not required in the briefing note to the Board; this could undermine the Committee's work by drawing the Board into a re-discussion of all aspects of the matter rather than focussing on the Committee's analysis and recommendation.
